A recent post by a fellow member of the board (Killerboy), has prompted me to research different government types and find the ones that the four Nations are governed by.
The Fire Nation seems to use a Absolute Monarchy, meaning that almost if not all power resides within the Royal Family. Various Propaganda techniques are used to breed loyal citizens from early ages. Military force may also be used to ensure total control over the people.
Several members of the Fire Nation have defected, and are referred to as 'savages', another example of Fire Nation Propaganda. It can be concluded from the fact that there are only two known deserters of the military, that anyone who wishes to leave the military is put to death. Anyone who goes AWOL is also sentenced to death. The penalty for treason against the Fire Lord is Death, which may explain why such order has been able to be maintained.
The Fire Nation is much more industrialized and technologically advanced then the other two remaining nations (largely due to it's citizen's talents with metal and heat), which may explain it's imperialist nature. It is possible that Fire Lord Sozen was driven not by a desire to rule the world, but by a need to fuel the ever growing industrial giant that his nation was becoming. Whether or not this was his true motive or not is uncertain, but the fact that the Fire Nation committed Genocide against the Air Nomads makes it seem more likely that his actions were strictly greed based.
Using a ruthless mix of fear and force, the Fire Nation is arguable the most orderly of the Four Nations.
The Air Nomads are believed to be extinct (at the hands of a mass Genocide engineered by the Fire Nation), and little is known about their government. Given the high authority that Monks seemed to have, however, it could be assumed that they used a Theocracy.
With their disappearance, the borders of their nation have apparently become battle grounds between the Fire Nation and the Earth/Water alliance.
The Earth Kingdom may use either a City State or a Constitutional Monarchy system of Government. The Fire Nation's intense desire to capture the Capital City of Ba Sing Se, along with the fact that King Bumi resides in the City of Omashu, makes the later more likely. However, the fact that the city's location may make it difficult for a large military force to reach may mean that the King is only there for his own safety. Another possibility is that King Bumi governs his nation from Ba Sing Se, but lives in Omashu.
The Earth Kingdom is the largest of the Four Nations, and it has been retarding the Fire Nation's global conquest for a century. It is reasonable to assume that it's citizens have a strong loyalty to the government and the military, mostly because of the devastation brought to them at the hands of the Fire Nation. This being the case, little force is needed to keep the citizens loyal, but a large amount of Anti-Fire Nation propaganda is used.
There two different Water tribes. The Southern Tribe suffered heavy damage from a somewhat recent Fire Nation attack. All men must pass rights of passage, and a full grown male who has been recognized as a man is considered a warrior, and is sent off to war. It is also logical that all female benders are sent off to war as well. The current state of the tribe is dire, as all of it's men and benders have been sent off to war, leaving only women and children behind.
The Northern Water Tribe has apparently not been attacked by the Fire Nation recently (with the exception of a failed invasion lead by the Late Admiral Zhao). It is in far better condition then it's Southern counterpart, with huge buildings and walls forged of ice and snow. Repairs have begun since it's failed invasion, and a group of Benders, Healers, and Warriors departed for the Southern Tribe not long after, to help rebuild it.
